Forecasted Africa
Strengthening Community Voice In Tanzania’s Arusha District
In a lot of communities, the plan for local development already exists. So does the budget. What is missing is any straightforward way for the people living there to see either one, ask about it, or say whether it is working.
Forecasted Africa is a Tanzanian non-governmental organization based in Arusha, working in Arusha District and the surrounding areas. It describes its mission as empowering marginalized communities through sustainable solutions in health, education, water and sanitation, climate resilience, livelihoods, and economic development.
What sets its approach apart, by its own description, is what it deliberately does not do. Forecasted Africa does not position itself as a direct service provider. Instead it works on the layer underneath: the research, the community engagement, and the accountability mechanisms that determine whether services delivered by someone else actually land.

One Community, Not Six Separate Problems
The organization’s founding observation was that development challenges rarely arrive one at a time, but tend to get addressed as though they do. Education, water, governance, household income, and climate all show up together in the same household, and a program built around only one of them can miss the reason the others are stuck.

Forecasted Africa’s answer was to organize around the connections rather than around a single cause. Access to school is shaped by whether a household can absorb the cost. Environmental pressure shows up as a livelihoods problem before it shows up as an environmental one. The organization’s stated view is that work in any one of these areas needs evidence, community participation, and follow-up learning attached to it, or the gains do not outlast the project that produced them.
That thinking is reflected in the five program areas it currently runs:
- Education and Skills Development: school support, literacy work, vocational skills training, and community learning forums, prioritizing youth and women.
- Governance and Social Accountability: participatory monitoring, community feedback mechanisms, and civic engagement campaigns with local institutions.
- Sustainable Environment and Climate Resilience: tree planting, conservation work, and climate-adaptive livelihood training at the community level.
- Poverty Reduction and Livelihoods: income-generating activities, small enterprise support, and skills training aimed at household resilience.
- Youth and Women Empowerment: leadership workshops, entrepreneurial training, and community advocacy.
Youth And Women At The Centre, Not At The Margins
Across all five areas, Forecasted Africa sets participation targets for youth and women rather than treating their involvement as a reporting afterthought. The reasoning it gives is demographic: people under 35 make up the majority of Tanzania’s population, and in the communities where it works, youth and women were the groups least represented in the planning and monitoring spaces where decisions were actually being made.
The practical form this takes is leadership workshops, entrepreneurial training, and a seat in the local forums where development priorities get set.
A Young Organization, Building In Public
Registered as an NGO in Tanzania under the Non-Governmental Organizations Act of 2002, Forecasted Africa’s programs are run out of Arusha by a small team led by managing director Swalehe Yahaya, and its stated intention is to grow from the communities it currently reaches into wider district and regional coverage as its evidence base and partnerships develop.
For an organization at this stage, individual donors matter more than they will later. Grant funding tends to follow a track record, which means the earliest supporters are the ones who make the track record possible in the first place.
